The Carpet and Rug Institute has taken steps to have a new federal program passed that will give homeowners tax credit when they make energy-efficient home improvements.

The Home Star Program as the new legistlation is called, passed in the U.S. House of Representatives. Smiliar bills are still pending in the Senate. This program is backed by President Obama and has gained the name "Cash for Caulkers" in homage to Obama's previous stimulus "Cash for Clunkers".
With this bill, a carpet would help homeowners gain a tax credit of upwards to $3000, which would also result in an overall 20% energy savings.
